achieving 39 fps on the heaven benchmark with a +300 MHz memory clock now gives me around 5 frames, and after resetting the settings it still doesn't return to normal. Is this a GPU issue?

Unlikely it's the overclocking settings in your BIOS; you need to press the delete key before it boots. Go to system restore and set the default settings. You may have to choose the boot device with Windows installed, but it should work normally.
