Using the Mini Tool Partition Wizard allows for partitions beyond 32GB. Windows XP restricts larger formats with its official tool, which seems unusual.

The partition size isn't limited by default, but it depends on the tool you're using. Non-official tools may have different constraints.

It could be without bounds. Users have created a 3TB storage unit using FAT32, which only restricts file sizes to 4GB
