I’d rate the MSI B450M PRO vDHBX Max at around $100 USD with an overclocked Ryzen 3 3100 and 1650 Super. It’s a solid choice, but if you’re looking for something even better under that budget, consider alternatives like the MSI B550M PRO or the Aorus ROG Strix B550M.

The Pro-VDH MAX offers poor worth at $100. A better option is the B550M Steel Legend for $110. For about $100, consider the B450 Tomahawk MAX or Mortar MAX.

You're familiar with the Pro VDH Max's VRM performance compared to these two options? It features four SM4337 and eight SM4503 chips, while the mortar offers more high-speed variants (so eight SM4337). It's a solid board that should comfortably run the 3100. For similar prices around $100: the ASRock B450M PRO4 is listed at $64.99 on Newegg with shipping and taxes included. The B450M Mortar is an ATX alternative if you need a mATX setup, and the B450A Pro Max is another ATX choice if you can upgrade to that form factor. All these options are roughly $100 or less. The Pro VDH Max remains a reasonable budget pick if you're targeting it.
