I'm trying a different setup since I don't have the 1080p monitor. I'm using my 75Hz 720p screen as a backup and want to achieve at least 75fps on my GTX 970. Can this be done smoothly with 4x MSAA?

Be careful, it seems uncertain but I'll look into it. I usually stay just under the limit with 2x MSAA, achieving about 90fps, though I'm using a 980 rather than a 970.

It's likely around 720. A 4x MSAA is actually the least efficient anti-aliasing setting. I'd reduce it to 2x or even 8x for better performance—this isn't a joke, as I've experienced improved results with higher settings.

Checked the requirements for 720 or 1080 resolution. Let me know if you need further details.
