I'd start by examining the Windows power plan. If it's configured for High Performance, it may prevent clock speed reductions. It could also relate to the BIOS settings.

Launch Ryzen Master, view each core clock individually. The Task Manager doesn't provide precise readings under light or minimal usage. It fails to properly reflect the speed of every core, meaning it won't be reliable unless you're running a heavy multi-core workload.

It depends on your needs. If you don’t require more than two cores, it might be sufficient. But if you need full performance, you may want to check the specifications again.
