I own a Ryzen 5 1600 AF with 8GB RAM, 3200MHz, and an A320 S2H from Gigabyte (with BIOS F41). My CPU consistently stays below 3.4GHz even at 3.35GHz under load. In Cinebench-20 or during games, it performs similarly to the non-AF model, though I verified it’s the AF variant with a 12nm process. The reported core speed of 3.7GHz seems inconsistent with the specs and reviews I found.
You haven’t reinstalled Windows after upgrading from the i5 3450 to this CPU. You should check if the installation was complete and see if any updates are needed.
I understand the typical 1600 stock boost is around 3.35GHz. It might be that your system is set to the standard 1600 or the BIOS is interpreting it as such.
