Essentially, you experience excessive heat in the power regulators, which isn't ideal. This might result in reduced performance and the necessity to lower the voltage.

Your bottom tier motherboard confirming CPU compatibility means everything should function normally. The CPU will operate without problems. But advanced options like overclocking or multi-chip solutions might be unavailable. If not, you could face boot failures due to insufficient power delivery from the VRMs.

I matched a tier F B350 board with a 2700X. After testing, Cinebench results matched those of a 1700X. It was noted that each core consistently reached 3.7 GHz.

In fact, the situation involves more than just reducing speed. The lifespan of your CPU could be affected because of inconsistent power from the motherboard. However, if you mainly use it for Office tasks, I believe it should be fine. Still, I doubt you’d choose a 2700X just for office work. A good tip: When purchasing a system, opt for a solid motherboard and an affordable processor. You can upgrade your CPU later when better models become available and prices drop.

It seems you're summarizing some thoughts on affordable B450 motherboards. Many of these boards are relatively inexpensive right now, so you might be able to purchase one soon. Alternatively, you could wait for the B550 release, which may bring further discounts on B450 models.
