I've played for hours without ever reaching over 72 degrees, except for this one. If you're interested, try it with the latest Ryzen CPUs. Just keep in mind, you won't notice high temps during the tutorial; you'll need to move around exploring the mines and opening the map to see the real issue.
It seems quite unusual. Maybe the plastic around the water block on the CPU isn't taken off, your AIO is outdated or broken, or it wasn't installed correctly. For comparison, my setup uses a CPU 7800X3D with a Thermalright Peerless Assassin 120 dual tower air cooler, reaching idle temps of 41-42°C, gaming up to 60°C, and stress tests up to 85°C.
Cinebench performance peaks at around 81C. My default options for each title are: Ultra Settings/DLSS/Frame Generation/RT OFF, 1440p (UWHD) with a FPS cap of 175. Gaming settings are standard—generic mode, Hogwarts max 62C, Cyberpunk 59C. The real test is a specific game, which is why I’m asking someone to try it too (only using Ryzen X3 graphics).

I've never experienced temperatures above 83-84 with my 7800x3D on an air cooler during a Cinebench stress test. In games, it rarely goes past 65. Your cooler might not be seated properly, it could be malfunctioning, or your case's airflow is insufficient. The room temperature seems to be the issue.
Likely around 26C when the AC is running due to the temperature setting. However, the maximum is 60C during gaming, which suggests it’s functioning properly.
I'm sharing my findings clearly, focusing on Lord of the Rings Return to Moria. Cinebench stress test on my 7800x3D shows no more than 81! I tried the game and after your results (after completing the tutorial) please let me know. Spend 1-2 hours exploring the map and check your temperatures—how quickly they rise from 73-76 to 83-85? After about an hour, average temps are Hogwarts Legacy 62-63°C, Cyberpunk 59-60°C, Overwatch 56-58°C, and Lord of the Rings Return to Moria: (I’m currently on Tier 3). The temps can swing from 73 up to as high as 87°F. It’s not about missing thermal paste or failing fans, or a bad AIO—it’s just this game. Because of the heat, lowering the CPU clock speed quickly causes stuttering and makes it nearly impossible to play.
Hey! I noticed similar high temps while playing Return to Moria with my Deepcool Ak620 and Ryzen 9 5900X. I reached around 85°C, which is way above what I've seen before. For comparison, in BF2042 I had peaks near 77°C and average temps in the mid-60s to low 70s. In Baldur's Gate I'm usually around 65°C with dips to about 70°C during saves/loads.
