Massive character halts in demanding CPU games (planetside 2)

I recently swapped out my motherboard and power supply, but I've been experiencing repeated major freezes in Planetside 2 lasting about 4 to 6 seconds, sometimes with looping audio. I've tried all possible fixes without success. My system specs are: Intel core i5 6600k, 3.5 GHz, 16 GB GSKILL RAM, MSI RTX 2070, Super ASUS Rogamax 8, Hero Alpha. Also, the chipset appears as C230 in Device Manager—this seems to be a note I should keep in mind.

Task manager and resource monitor. You will see high HDD usage and the cpu may or may not drop in usage while it waits for information.

I'm facing the same issue again and it's really frustrating. I haven't experienced this freezing before, but now it's happening and the game isn't playable. When the problem began, I uninstalled and reinstalled it on a fresh 120 GB Samsung SSD, but that didn't fix it. If anyone has a solution or advice, I'd really appreciate it.

Haha Planetside 2 is the classic CPU wrecker. Once you hit that 96+ battle, things start going haywire. It took a lot of fine-tuning to get it working. Back then, probably over 1000 videos were posted with titles like "how to run planetside smoothly on amd fx processors." Still, I think a 6600k can handle it fine.
