It appears you're dealing with an NVIDIA driver package issue. Windows is showing it's opening in Explorer, but restarting doesn't resolve the problem. Someone might have a fix for this situation.

It seems the software isn't compatible with Windows 8.1. The installer is missing, so it won't function there.

Close explorer.exe using Task Manager (Ctrl+Alt+Del). Launch an archive tool like 7zip (File -> New Task -> "7zfm"). Move the desired file from the archive manager to a location you want to remove, then delete it. Restart explorer or your computer.
