Over the past weeks my router has been unstable—crashing or restarting intermittently. I’ve tried resetting it and changing settings, but nothing helps. I connected my PC directly to the modem to check for issues. The ISP’s gateway appears to send around 100 ARP broadcast packets each second, triggering dozens of replies. Does anyone with network experience know if this is normal or if it’s worth dealing with support until someone else spots something wrong?

No, there is only one DHCP server in your network.

Nope. At the moment there are none because I fully cut off my own network and linked the PC directly to the modem. I've searched further and noticed that cable networks often show many ARP requests, but I still don't know how frequent they are—so it's unclear if more than 100 per second is typical.

I can't confirm whether hundreds of ARP requests are typical, though I suspect they're excessive. The resetting or crashing you described is highly unusual. If it's rebooting frequently—multiple times daily—I wouldn't be concerned about what it's sending, and replacing it might be wise. It might also be time to invest in your own modem and router to avoid relying on your ISP later.
