I attempted Manjaro and ended up using the BIOS boot option CSM, leaving Rufus with only MBR and BIOS choices. It’s been a while, so details might be fuzzy.

Try Fedora’s utility—it supports writing any ISO to a USB drive, not limited to Fedora alone. Click the provided link. Choose “custom image,” pick your desired ISO, and select your USB stick. It will install in UEFI mode by default.

I rely on etcher.io for USB drives. The issue seems to be during boot or setup. Your partition arrangement isn't specified here.
