This action doesn't always remove the software completely. It seems you've likely accessed the "Change a program or feature" section in the control panel and attempted to delete it. If you haven't done so, proceed with caution, as this is the standard method for uninstalling programs.

Even after deletion, the file still appears to start on boot, resumes after a Windows update, runs in the background, isn't registered in the registry, and key creation fails. If you create a new key and ID, it might not work due to these underlying problems. Someone with experience should be able to help identify and resolve the root cause.

Isn't this from Microsoft? It offers strong security features, and I wouldn't suggest turning them off.
