The only situation where its useful is if there's a specialty/specific application that requires high single threaded performance but doesn't trigger a proper P-state. Example where I've done this, the application otherwise doesn't trigger a P-state, the whole purpose for the server too. Easier to change power plans than disable C-states.

Used to be a hidden trick when switching from idle to full speed took several milliseconds, potentially causing visible lag during games. Today’s processors change power states in nanoseconds, so you lose nothing but consume energy while the device is inactive. It should be under Start > Settings > System > Power & battery.

It's not inherently bad when used for a specific purpose. @Agall referenced something similar. The behavior simply works against your aim if low clock speeds, power consumption, or temperatures are desired.
