The issue is the CPU can only handle 10.11, which lacks strong support for current macOS applications and isn't compatible. You'll need a newer Mac to run a modern macOS version.

I think the person asking didn't purchase the OS originally but is attempting to use a modified version without permission. That's what I intended to say. I don't have any concerns about modifying your copy of the OS.

You can handle 10.11 with a 3GB RAM setup and an SSD, though performance will be limited. Check out this guide for more details.

The link mentions that older GPUs like GMA 950, X3100, X1600, etc., do not currently support graphics acceleration on Mavericks, Yosemite, and El Capitan.

The license for macOS isn't purchased like with Windows. It's not something you buy; using a modified OS without a license can cause issues. @Electronics Wizardy mentioned it would be slow and lack graphical acceleration.
