I want to boost my system to an extreme safe setting without harming parts. Here’s what I have:
Asus M5A97 R2.0
AMD FX8320
CM Hyper EVO 212
12 gigs kingston DDR3 HyperX RAM
450 Crossair PSU
Could you walk me through the process completely, since I’m totally new to overclocking?

This setup isn't ideal for boosting performance, and the Corsair VS isn't a power supply unit worth worrying about too much. A bit of overclocking might work, but the improvements won't be significant.

Overclocking involves pushing the CPU beyond its normal limits. Begin only if your temperatures and power supply are sufficient. Utilize tools like HWMONITOR, Speedfan or Speccy to check that your temperatures and voltages remain within acceptable ranges.

Next, carefully review your owner's manual at the provided link. The overclocking instructions start on page 68.

After understanding the potential risks, you may choose to use built-in tuning options or attempt a custom overclock. As SR-71 mentioned, your power supply might not be adequate for this task.
