It functioned properly before the changes, suggesting it wasn't just a temporary issue. I also used another HDD that I'm certain works, which is the same type.

The HDD power is linked straight to the PSU, correct? Make sure the cable is securely attached on the PSU side—verify all connectors as needed.

I tested all PSU SATA connectors and got the same outcome—SSD works fine but HDD doesn’t power on. Might be the PSU failed to supply power to the HDD.

Additionally, I’m unsure whether it matters, but on the bottom PCIe port, I’ve connected a Wi-Fi card, does it really count?

It seems those devices were likely damaged by the hard drives. I tested them on another machine with a functional drive, but it didn’t start. I had to rely on them since the newer ones wouldn’t fit in my enclosure, and I figured the connections wouldn’t be an issue.
