It doesn't matter what idle temperatures you focus on; what matters is performance when the chip is under load. The numbers you see during idle aren't reliable indicators of how it behaves when things get busy. Even if your airflow isn't optimal, that won't solve the problem. If you're missing top-notch cooling—whether it's air or liquid—then simply using any standard cooler won't keep things stable. For a chip like the 9590, you need proper water or high-quality air cooling to handle real-world demands.

It might be the motherboard. I doubt the FX 9590 supports 18C, and the VRM heat is an issue. My motherboard is a Gigabyte GA-970A-D3, and there’s visible dust inside. Here are the photos you mentioned.

No matter why the temperature reading is off, this board won’t last long. As you mentioned before, the VRMs are already running hot, which is normal for a 9590. Only a handful of boards can support that chip and survive, like the Asus Sabertooth and Crosshair models, and even then only a few, such as the GA-990FXA-UD5. Most others, including the one you’re using, aren’t suitable. Keep in mind that even some Gigabyte boards occasionally struggle with overheating, though they can usually manage it for a while.

I own this computer from 2013, so upgrading might be tough. I’m considering swapping the thermal paste and motherboard, and I still have an 80mm fan left.

All FX chips generally function similarly when running in air or water, so the model isn't a major concern. Just confirm you're getting a Vishera rather than a Zambezi; the difference lies in their series numbers. A Zambezi is typically an 81xx, 61xx or 41xx chip, while a Vishera falls into 9xxx, 83xx, 63xx or 43xx categories depending on the model. If the model shows a '3' in the second position of its name, it's acceptable.
