I have an Intel Pentium N4200 laptop without BIOS settings to adjust. I attempted throttle stop, disabled various features, and changed display mode, but the issue persists. When I switch tabs and return to a game, it spikes back to 12W for about ten seconds. There’s no temperature concern. What options do I have?

You are in luck, you got an Apollo Lake processor. This guide should work, however there is always a risk and you should do this with your own conscience

It performs the same function as the throttle stop but adds RWE, increasing complexity.

That's the only alternative I have. ThrottleStop didn't help me, but I was able to adjust the TDP using RWE. It's up to you to give it a try.
