It's unusual I only needed one login session to achieve smooth performance with high frame rates, even though the GPU was active. When I logged out and reattempted, usage dropped back down to 30%.
You're seeing such a high FPS because you're playing in the right environment. Are these stats coming from the Universe or Arena Commander? Star Citizen is still under development, and performance tweaks haven't been finalized yet. Many game features depend on server load, so it varies based on how many players are online. Since patch Alpha 2.3 (now 2.3.1), the lag and desync issues in Arena Commander have gotten much worse, which means we're expecting an update to fix that.
Star citizen is barely in alpha, the performance you are getting is most likely server side, they have a lot to optimize because the verse is so big and such. So you get low utilization because, again, its too early on for them to worry about performance that much, although they try and make it at least playable.
The PU side of things is bottlenecked server side atm, it's a known issue. Results in really high cpu usage on a single core on the user end, and really low gpu usage. It'll improve as the game moves forward. You'll find performance better at non-peak times, or there's a way to play offline/solo using cheatengine, there's a guide for it somewhere on reddit.
