Low frame rates despite strong hardware might indicate a bottleneck.

Is there something I'm missing?
In my view, the issue with CSGO is related to my hardware setup. I have an 8700k with 5GHz and an RTX 2080 at 2150MHz, but I previously experienced low FPS. An update for CSGO helped, though I'm not sure exactly how it resolved it.
