There are choices for VSync. I believe it’s the first or second option near the resolution.

Turn off v-sync in the game. Are you using the newest NVIDIA update? Activate Threaded Optimization, adjust V-sync to adaptive, set monitor refresh rates to the maximum possible and power management to full performance on the NVIDIA control panel. My average FPS in the game is now 105.

Check the main menu and ensure it displays the in-game menu instead of the default one.
