consider trying to overclock the memory to 3200mhz, though I don't always suggest it or purchase a kit with those speeds. That should resolve the issue with CPU and RAM performance... your CPU isn't operating at its full potential because of the slow RAM.
All your RAM speeds are at their peak when you turn on XMP. You'll see the improvement right away.
