You’ll need additional details beyond just the graphics card. For example, using a 3090 with a Core i7-9700K paired with an E6400 will yield around 3 frames per second.

You have a 9900K, a 2080, and a 1080p 75Hz monitor. It’s not about that setup but about what you’re doing when you play. What monitoring tools are installed? Are you checking CPU, GPU, power consumption, temperatures? And do you have "ultra" enabled? You might be running 16xMFAA at 16k with downscaling.

Task manager -Icue - CPU usage at 40% - RAM utilization 17.3-18.0 - Disk space 2% - GPU voltage 7.1V - Temperatures 44-49°C - RAM temperature 46°C - GPU temperature 75°C

TAA, FXAA and 8x MFAA are the solutions. Just switch them off to boost your FPS. If you're confused about game settings, let Nvidia handle it and save you the trouble.
