The update isn't really improving performance much, so you're still getting low frames. Or maybe your system's capabilities are limiting the results.

It would also make sense. I experienced the same when enabling Redux in GTA 5. The CPU ran at full capacity, while the GPU stayed around 80-90%, which gave the CPU more optimization and made the overall performance smoother.

Just fine-tuning the mod is what matters most, unless others are improving their FPS. I could also look into allocating more RAM for GTA 5, similar to how it's done for games like Arma 3 or Minecraft.
