I recently changed from a 1060 and an i5 with about 250 fps in CS:GO to an Rtx 2070 super and an i7, but I only achieve around 120 fps even on low settings. I’ve checked everything I could find online, but I’m still struggling. Do you know anyone who can assist me? Every other game runs smoothly on high/ultra settings.

In the game configurations, turn on the developer console. Then press ~ and enter fps_max 999. Also, adjust your multi-core rendering setting within the game settings.

did you remove your previous drivers with DDU and then added fresh ones after replacing the cards?

Yes, I removed thim during safe mode and believe the previous version should no longer exist.

While playing, use Alt+Tab on Windows, then immediately return to the game. Check if this resolves the issue.
If it doesn't, attempt to right-click on the game in Steam, select Properties. On the General tab, click Set Launch Options and add -panorama at the end of the existing entry. Observe the changes.

It bothers me that other games work flawlessly at high to ultra, but CS doesn't perform well
