I've been using Rust for about 3,500 hours and haven't had it run smoothly. I've updated all components on my PC, but it still maintains around 45 fps on a high-end machine. I've tried every possible setting and configuration, from graphics drivers to RAM and storage, but nothing seems to fix the issue. I'm reaching out for advice since I'm unsure what else to do. My system specs are: motherboard PRIME B460M-A R2, 11th Gen Intel Core i5-11400F, 32GB RAM (4x), and a GTX 1660 Ti GPU. It runs on Windows 10. On the screen I'm playing Rust at a 90 pop server, but it never exceeds 75 fps consistently. I've tested every possible setting and configuration.

Really strange, I managed to feel the CPU fan and it wasn’t even warm.
It looks like the power rating is quite low and the temperature is high. I think your cooler might not be set up correctly, causing significant performance loss.
ive never heard of the game in question. and it seems there is no clean cut answer to your problem. but i hope these tips helps. is the problem the GPU or CPU or the game itself? is the game design to offload the work to the cpu or does it allow the gpu to do all the work? run the game again and post screen shots of task setting performance screen, take note see if when the game is running if the cpu is crunching hard or if the gpu is.
