I have a Ryzen 1600 and a GTX 1060 with 3GB graphics, 8GB RAM at 3000MHz. I'm seeing under 200 fps in-game. All settings are set to low for 1024x768 resolution.

CSGO runs at 200 FPS with frame capping, so adjust the settings in the console accordingly.

8GB of RAM is the bare essential for gaming, especially when aiming for the highest performance.
16GB clearly improves things.
Also, consider boosting it to 3200Mhz.

Navigate to Bios in the OC section --> Adjust RAM frequency from 3000Mhz to 3200Mhz without altering any other parameters
