You're seeing around 60fps on your GTX 1070 even with the ultra preset, while videos suggest 80-90 fps. The GPU is fully loaded, and you have the newest drivers. It could be a driver conflict, outdated software, or an issue with your system settings. Try updating your drivers again, check for background processes, or test with different settings to narrow down the cause.

What's the hairworks, where is it located, and what resolution are we talking about?

Many YouTube benchmark clips appear to be fake. Are there any real reviews where people demonstrate their actual equipment?

On a 1070, 60 fps works well when all settings are maximized. To reach 100 fps at 21:9 3440x1440, I need to lower the resolution or adjust other parameters.

YouTube game benchmarks don't always give the most accurate picture of performance. I've played The Witcher 3 multiple times across various systems and resolutions, so the frames per second you see at Ultra settings looks reasonable.

80 FPS average is reasonable at 1080p, especially when hair is removed, though it also relies on your viewing position.

I maintain around 60 frames per second most of the time. However, someone achieved more than 80fps in that specific spot. EDIT:
