I recently purchased an Asus zephyrus ga502 with a ryzen 7 3750h processor and an 1660ti maxQ GPU. No matter the graphics settings, I maintain a steady frame rate around 100-110 FPS, but ideally aim for at least 140 FPS in low settings. During gameplay, my CPU stays consistently at 100% while GPU usage remains below 25%. I've also updated the Nvidia drivers and Windows.

Understanding what you're aiming for is clear. Are you comparing 1660 Ti desktop benches? MaxQ GPUs offer a completely different performance profile. On the CPU, it appears to be a mobile chip using Zen or Zen+ technology. You're aligning with what's typical here—my full desktop R7 2700X (Zen+, single core boost to 4.35Ghz+ at stock, all-core up to 3.9-4Ghz). I achieved 110-120fps at 1080p in most games.

Interesting. Your temperatures and boost clocks are compared to his. If your temps are higher, your CPU/GPU will slow down a bit. Regarding CPU usage versus GPU usage, it's a bit unusual. Make sure you're not having Radeon Chill or any V-Sync/fps locks active, and that you're connected to power with the high performance plan enabled in Control Panel, and the Prefer Maximum Performance setting in Nvidia Control Panel.

I verified it with the afterburner this time (before I checked the CPU via the Windows game bar and the control panel). According to afterburner, my CPU usage is about 80-90% when it displays 100% in Windows. The clock speed at that moment was around 3800mhz.

i haven't compared my temperatures to his, but my cpu reaches 90c while his stays at 95c, suggesting thermal throttling isn't the main problem. in turbo mode, my cpu clocks above 3800mhz.
