Uninstall OptiFine and reinstall it again for a fresh setup.

Your specs indicate it should handle MC smoothly at high settings without lag. It might be due to a driver issue or software glitch. Check drivers and consider using OptimFine.

It seems the drivers might be causing some instability. On the CSGO Reddit community there are reports of FPS issues with the 364.X versions too. I'm not sure if this impacts MC either, just to let you know.
