It seems the problem isn't with the hardware itself. You probably have more demanding graphics settings in CSGO or your frame rate is limited to around 185 FPS. I mentioned refresh rate because I suspected VSYNC might be running, but that won't help if your refresh rate exceeds your actual FPS.
I changed the card and it still works. You can identify which card is yours versus the other. I’m not sure why this is happening.
