low fps in csgo with 1080ti

I recently assembled a used PC for my friend equipped with a GTX 970. He’s seeing 50 to 100 more frames per second compared to what I get. After trying Windows 11, it didn’t help, so I reinstalled Windows 10 but the issue persisted. The system specs are: 8700k, 2x8GB RAM (3000MHz), XMP enabled, MSI gaming motherboard, 1080 Ti 960 EVO SSD with CSGO installed. Can someone assist?

Maybe the driver issue is worth checking—consider lowering the settings.

I ran a comparison on both machines using identical configurations and the same files. His system achieved 305.71 while mine came in at 305.26.

It seems the issue might relate to elevated graphics configurations. Adjusting settings to higher resolutions or more detailed options could be the cause.
