They’re looking into common problems like incorrect settings, using low resolutions, and checking if drivers exist for older cards—especially Nvidia ones. The monitor’s refresh rate is also a frequent concern.

It's a brand new installation with no prior drivers. Configuration details: 1920x1080 resolution, 240hz refresh rate, Boost Player Contrast off, Vsync off, AMD Anti Lag enabled, maximum FPS prioritized, 0 (unlimited), MSAA active, CMAA2 global shadow quality, high dynamic shadows, full model/texture detail, medium texture filtering, trilinear shader detail, high particle effects, low ambient occlusion, high dynamic range disabled, performance fidelity FX off.

There could definitely still be another issue, but does the FPS ever go past 240fps? some frame monitoring programs only count the frames actually being displayed, meaning the max is the 240hz of your monitor. If it is stuttering and dropping frames, I would try setting the maximum fps to 250, or whatever is closest to your monitor, so that the gpu isn't always pushed to the max, and then stutters when something new needs to be loaded.

I've also experimented with overclocking, yet performance remained unchanged. The CPU and GPU usage stayed between 50-60%, and temperatures hovered around 40-50°C. It's possible the games themselves aren't optimized well enough. Other titles like Cyberpunk, Warzone, and Black Ops 6 appear to run smoothly based on what I've seen online. I might have overlooked that frersync is disabled on the monitor, as are the HDR settings.

It might be due to a minor CPU limitation if only that game is struggling. I’d check whether the FPS videos for that card use a more powerful processor (such as the 7800x3d) and if so, that likely explains the issue. CS 2 tends to depend more on CPU than on GPU compared to other titles.

So after some research, it does seem like a CPU bottleneck. Thank you @Beskar_Armour @Beskar_Armour for the suggestion. The 7800X3D is a way better option for CS2.
