It's a brand new installation with no prior drivers. Configuration details: 1920x1080 resolution, 240hz refresh rate, Boost Player Contrast off, Vsync off, AMD Anti Lag enabled, maximum FPS prioritized, 0 (unlimited), MSAA active, CMAA2 global shadow quality, high dynamic shadows, full model/texture detail, medium texture filtering, trilinear shader detail, high particle effects, low ambient occlusion, high dynamic range disabled, performance fidelity FX off.
There could definitely still be another issue, but does the FPS ever go past 240fps? some frame monitoring programs only count the frames actually being displayed, meaning the max is the 240hz of your monitor. If it is stuttering and dropping frames, I would try setting the maximum fps to 250, or whatever is closest to your monitor, so that the gpu isn't always pushed to the max, and then stutters when something new needs to be loaded.
