Yeah, I've seen a post suggesting to cap the fps at 60 or else the game will go wrong. But the outer areas are still okay for me. I really enjoy the game, but I don't like seeing unstable fps when entering towns. My performance only improves inside buildings.

Where can I find these videos?
This might happen for various reasons. Have you removed all drivers from your PC using DDU and installed the newest ones? Are there any pending Windows updates? What settings are you using for these games? Do you notice higher FPS when you lower the settings?
It depends on the game and how well your PC is optimized for gaming.

I have the reference rx 5700 xt card.
I attempted DDU, which increased my benchmark by about 50% in superposition. I've updated my Windows to the newest version available. I'm playing at ULTRA on outer worlds, but drops persist even with the lowest settings, only showing a 10 fps improvement from the minimum.

I believe a fresh board would be a wiser choice if you plan an upgrade, since you might not be achieving the desired clock speeds. Alternatively, you could consider models like a MSI Tomahawk or an ASRock B450(M) Pro4, or the ASRock Fatality K4 if cost is a priority. All these options are adequate for overclocking a 2600/2700 or even the 3000 series chips. Running PBO and Auto OC isn't recommended unless your system has a 12-16 core part. Manual overclocking at 1.325v should still work well, and it remains the best option compared to PBO or AutoOC in this regard.

Ryzen 3000s have the potential for higher sustained all-core speeds with lower power consumption, though they are more sensitive to stability. A slight reduction in stability is acceptable, especially when reaching 1.45-1.5 clocks naturally during sleep states or boost attempts.

With Ryzen 2000, you can achieve better sustained core voltages (around 1.39-1.4) without immediate strain, but power delivery becomes a concern if your PSU isn't capable.

It’s possible the issue lies elsewhere, such as driver compatibility or RAM configuration in duel channel mode.

In Outer Worlds I face the same issue (9900k 5.0GHz, RTX2080ti) in towns. The game seems poorly optimized.

That's quite unusual. I think you should aim for a noticeable 20 fps variation between the lowest and highest settings in The Outer Worlds. Your frame rate should increase when playing indoors and decrease when outside as well. Are you using 4K resolution?
While playing games, press Alt+F9 to begin recording and then press Alt+F9 again to stop. Capture a clip lasting between 30 seconds to one minute while using MSI Afterburner to demonstrate your hardware behavior and help us identify the problem. Display your CPU clock speed along with other details such as usage and temperatures.
