Hello, this has been a concern for me over several months.
Every time I play games that I've watched on videos, the performance doesn't match what I expected based on my setup.
PC Specifications:
Ryzen 5 2600
RX 5700 XT
2X8 16gb 3200Mhz Team Elite Vulcan TUF
MSI A320 PRO-VH PLUS
SeaSonic s12II 520w
WD 7200rpm HDD
Tecware Nexus M case
144hz curved monitor

Examples:
When I start The Outer Worlds, my FPS is smooth initially, but drops significantly when traveling to towns.
Inside buildings my performance remains stable, though outside it varies.
The same happens with Kingdom Come Deliverance.
In Fallout 4, my average FPS stays around 80, but it improves when I look at the ground.
In Hellblade: Senua's Sacrifice, even with Forza Horizon 4, the game runs very smoothly with high GPU usage.
When FPS decreases, GPU utilization tends to lower too.
I'm wondering if modern games aren't optimized well and it might not be an issue with my PC.
PLEASE HELP.

I'm curious if your motherboard is limiting your 5700XT's performance. I noticed it seems to be holding back a bit, especially since checking compatibility with the B350 motherboard showed a 15% reduction in performance.

My rig began from nothing, if you understand what I mean. I didn't pay much attention to my mobo since I wasn't monitoring my cpu.
On farcry 5 it worked just with a 60 fps monitor... well, more like a TV... Back then.

I could sell my mobo and purchase a b450m instead. Still I can't overclock to 4.1ghz with my psu. I'll try a mild overclock to 3.9 if that works with my psu and if I upgrade my mobo.

I believe a 520W PSU is sufficient for overclocking.

I'll consider the overclocking approach. Is there another way to address this problem?
I've also been considering a CPU upgrade, but it would double the expense compared to purchasing a motherboard (R5 3600).

The normal increase in frames per second occurs when entering a building or looking down. What level of CPU usage are you experiencing?

It remains approximately 20 to 30% of the usage.

No worries there. Your FPS might be too low, isn't it? Fallout 4 can be a challenge and even top-tier PCs struggle with drops. The Godrays and Shadows are among the main reasons.
