Low Fps and stutters

I've experienced frequent frame drops and stutters during every game I play.
System details:
Ryzen 7 3700x
Rtx 2060
msi gaming pro motherboard
3tb hdd
240 ssd
liquid cooler (cooler master)
I've reinstalled Windows and optimized my PC for gaming, yet the issues persist.
No success so far.
Please HELP, I've tried everything.

Check the CPU section on the UBM page. It indicates the turbo clock was 2.45ghz. This is probably because of thermal throttling. Make sure the cooler is installed properly and functioning correctly.

My results show high performance across various components, yet the overall impression still feels like a yacht. Despite solid specs, the configuration leans toward premium and powerful setups, giving it that luxurious feel.
