I have an Intel core i7-7700hq, a 1060 GPU with 6GB RAM, and 16GB of storage. The hard drive spins at 5400 RPM. My average GPU temperature while playing Fortnite is between 70 and 80 degrees Celsius, around 0°C. The resolution is 1920 by 1080. My settings are set to epic, low, low, low. All my software and updates are current. Please help me.

On the days with reduced FPS, are you using other programs or browsers in the background? That might affect your performance. You should also look for processes you're not aware of running.

Are your parts affected by daily changes in where you play? They might slow down if used on different surfaces like a sofa versus a desk.

Process of elimination...unless it is just irregularities in the servers...That seems strange given such close gaming performance. Sorry, I didn't assist effectively.

Are you aware of the temperatures being recorded? It might be due to thermal throttling.

Have you tried lowering your settings a little more? I know this probably isn't it, but the only other thing we haven't checked is bottlenecking for some reason.  try messing around with different graphics settings and see of it changes. This is more of a long term approach, but it is the last thing I can think of.

He mentioned 70-80c in the comment, which is lower than the maximum temperature allowed for those parts.
