your system has a 9400f rx 460 with 4gb ram and 8gb gbram, but it drops below 30 fps at 720p while your brother gets steady 60-70 fps with a gtx 1050 and 16gb ram. it might be related to ram performance, or perhaps switching to 1080p could help. you checked online benchmarks for the rx 460, but they showed much higher fps in 1080p.

I'll attempt everything though it now appears the RAM is limited to around 10GB as required by the system, while my machine uses about 6700MB.
