There aren't enough ideas left.
The next option would be to reinstall the game.
If that doesn't work, I'd just reinstall Windows entirely.

I removed the 480 drivers with DDU and installed 1080's drivers.

Are you still using the same settings?
Because 1080 is significantly stronger, the game likely increased all parameters, if you didn't adjust anything.

My processor is operating at 95% capacity, the GPU at 40%, and the GPU temperature is 64 degrees. Despite high FPS during training, I notice around 50 FPS on the main map.
