I adjusted my 6600k to 4.2GHz with a Vcore of 1.250V. I observed some unusual behavior, so I reset it back to standard. Occasionally, I face lagging problems, particularly while watching videos on YouTube. Chrome becomes unresponsive and after a short time, the video turns green while the rest of the site functions normally.
My Vcore fluctuates around 720V when idle—is this typical?
Any advice for the YouTube issue?
Power Supply: Corsair RM650x
Motherboard: Mobo z170 Pro gaming (ASUS)
Cooler: Cryorig H5 Ultimate

Do you mean .720V? A measurement of 720V would likely be incorrect as it could damage your processor. If you believe a previous setting might still be incorrect, you can revert the BIOS to its default state by navigating through the menus or using the reset jumpers on the motherboard.
