I regularly play games on Windows 11 and they consume about 5% of my CPU. Using Intel Extreme Tuning, AMD Radeon Software and game overlays still shows minimal CPU usage, but with MSI Afterburner and Task Manager the consumption jumps to 60% to 90%. In the games it appears the CPU is limiting the frame rate. This issue occurs across all titles such as Warzone, War Thunder and others. I’m unsure if it’s a Windows problem or just a game limitation. When I stress test the CPU it reaches full usage while keeping the temperature below 70 degrees. In War Thunder the CPU usage is only 2% but GPU usage is at 100%. I’ve tried everything and the only option left is downgrading to Windows 10, though I’m worried about losing my data. Any advice would be appreciated. Also, this screenshot shows two of my monitors.

Also, please include the BIOS version for your motherboard at this time.
When did you first encounter this problem? After an OS update?

Afterburner displays the CPU usage at 66% in the upper right corner. The 3% figure comes from the benchmark data, and I think it indicates the level of bottleneck the CPU is experiencing, which at that percentage would be excellent.
