Some games consume only about 40%-50% CPU and GPU during play. I assumed it might be related to my CPU since I have a Ryzen 5 2600 paired with an RTX 3070, and I plan to upgrade the CPU. However, it seems the usage stays around that range regardless of settings, like in GTA V. Any adjustments I can make beyond the CPU won't affect this.

Regarding current spec, what frequency is your RAM? Ryzen CPUs, especially the older gen ones, need at least 3200 RAM because their infinity fabric is tied to and dependent on RAM speed.
And yes, I would say you likely have a bottleneck, especially if your RAM is low frequency or not set to XMP to enable it's rated speed. The 3070 is likely having to wait for the CPU to send rendering data to it.
Regarding the replacement CPU, what model are you considering?
That said, it totally depends what games you're playing and what FPS you're getting. There are some games my 8700k breezes through and only needs run at 50% or less usage to do it's job. So you need to be more specific.

What is your FPS? Verify whether V-Sync is enabled. Additionally, what resolution are you using? GTA V is an older game that doesn't require much from modern systems, so you shouldn't expect high hardware demands. If V-Sync is off, attempt to adjust the resolution setting and observe if usage increases.

I already use 4k resolution and have V sync disabled, but the frame rate never exceeds 60 fps; it usually stays around 58 to 59 fps for some reason.

ram:16GB 3200MHZ works well (XMP is active)
cpu: ryanze 5 2600
upgrade thoughts: ryanze 7 5800 or 7 5800x if needed

It might have a frame rate cap. Use Shift+Enter to turn it off. It seems the install wasn't completed.
