I've observed that during gameplay in Sea of Thieves, my frame rate drops significantly around the 60 FPS mark. At a 144Hz monitor with a 1070 8GB system, I expect at least an 80s performance. Even without high settings, with the M-series afterburner active, I’m using only about 60% of my CPU and GPU power. I’ve set my NVIDIA control panel to prioritize maximum performance. Here’s my setup:

Pc Specs:
CPU: Intel® Core™ i7-3770K CPU @ 3.40GHz (4.20Ghz Turbo)
GPU: Gigabyte G1 Gaming GeForce GTX 1070 8gb
Motherboard: ASUS P8H61-MX R2.0
RAM: HyperX 16gb 1600Mhz
HDD: Seagate Barracuda 1TB Drive + Kingston 240GB SSD
Case: Zalman Z11 Plus
Other hardware:
Monitor: Acer Predator XB240H 144Hz, Philips 227E(LHA)
Mouse: Sibera Rival 110
Headset: Hyperx Cloud II
Keyboard: Corsair K70 MX-Brown (red backlit)
Microphone: Blue Snowball Ice

It could appear straightforward, but is V-sync activated? That would cap your frames per second at 60.

not at all, thanks for the effort. my fps changes a lot between 60 and 90 but stays inconsistent, even with only 60-70% cpu and gpu usage.
