Here’s a rewritten version of the text, aiming for clarity and conciseness:

“I recently purchased an R9 270X graphics card and installed the latest drivers, but I'm experiencing significantly low frame rates in games like Minecraft and Fortnite. On medium settings in Minecraft, my FPS fluctuates wildly between 60 and 200 – far below what I’d expect. My CPU is a Phenom X4 840 (3.21 GHz), and my system specs are: R9 270X 2GB, 6GB RAM.

I’ve already taken these steps: disabled the integrated GPU in the BIOS, updated all GPU drivers, and ensured the latest driver is installed. I suspect either a leftover installation of previous drivers or potential interference from a Windows 7 activation tool.

I’m considering a clean reinstall of Windows as a possible solution. Could you advise on whether this is likely to resolve the issue, or are there other troubleshooting steps I should explore?”

the cpu you have is fairy bad and so to get those frames you will need to upgrade it. there is no way around it.
