You're referring to the CPU power connector on the motherboard. The plastic cover on the 8-pin side is a bit higher than usual and doesn't fully reach the bottom.

It doesn't seem like you've checked it out yet. Have you considered connecting your power supply unit?

Seems perfectly fine from what I see. It could be loose physically or there might just be room for it. If it's loose, it might affect proper connection, but the plastic part mainly helps secure the plug and connector.
