Speed isn't the only factor for a CPU. A newer CPU with the same speed as an older one will perform better since it handles more Instructions Per Clock.

he uses the same graphics card as 1660, but his processor is a Ryzen with 4.0 ghz, while mine is brand new even though it's an older component.

But let's discuss the Windows 10 November 2019 release. Why are you still using that version?
Are you keeping your GPU drivers updated?
Have you installed your chipset drivers?
Please install your Windows 10 updates.
And who is getting a new computer? Your friend or you both? I assumed your friend purchased a new pre-built unit, not you, but you mentioned recently buying the CPU.

i'm thinking about purchasing one or upgrading parts and checking out different options to see which path is more affordable. i feel a bit guilty because i just bought this processor, along with the board and socket type that can fit it. i'm not sure if my goal is to sell it with my old 1050 ti and put it somewhere else.

I've been assembling this device and swapping components to extend its lifespan, allowing me to enjoy gaming and other activities for a longer time. Used to be an i5-4440 until I upgraded to an i7-4970k.
