friend purchased a new premade computer that claims it supports ultra settings and 60fps, but after comparing specs we found our machine is almost the same. I'm trying to determine if I made an error or need advice to boost my frame rate. Also, i'm unsure how to post a dxdiag here.

Both models remain equipped with 4-core CPUs and are outdated. The 4790K offers about 20% better performance compared to the I5 4440. A more suitable upgrade would be a CPU with six or more cores, DDR4 RAM, and a new motherboard. This would represent a significant improvement.

Comparing two computers isn't accurate unless they are completely identical across all aspects, such as the operating system and software updates. If you have the complete system specifications for both machines, feel free to share them.

I really question if your friend purchased a new one with an I7-4790K inside. That's a CPU that's seven years old in your system. Your friend likely has a superior CPU. They probably have a better GPU and a more recent Windows 10 version.
You're running an outdated Windows 10 2019. It might be wise to upgrade to the latest version.
