For sure, you’ll need Windows 10 to get Forza Horizon 3. You can wait until the sale closes in two weeks if you want to build it later.

If you have a Windows 10 device, begin by launching the Store application. Locate the icon beside the search field at the top and tap the profile you see. Select the "Sign out" link, then return to the profile by clicking its picture next to the search box and choose "Sign In". Input your Microsoft account details carefully. Ensure this is the account you'll use when installing on your personal system. Remember, transfers between accounts aren't permitted even if both are owned. After signing in, remember to log out, allow the system owner to log back in, and remove your account from saved accounts. You may also purchase it on an Xbox One if available. Always use the same Microsoft account across all devices when upgrading to Windows 10. All purchases remain tied to your account, supporting up to ten devices simultaneously.

It connects to your Microsoft account. With a laptop or another device, you can purchase it and then enjoy playing on your new PC.
